I paid for my item on bay but I think the person I bought my item from is a scammer. The problem is I already transferred the money over to him through payola. I emailed the seller 4 days ago so I could get a shipping tracking number but he never got back to me? can and how can I get a refund from payola and report the seller? thanks

No idea what "payola" is.
When I buy an item on eBay, I pay instantly through PayPal. On the rare occasions the item doesn’t show up, I open an "Item Not Received" claim.
It is totally normal to pay for an item before it is shipped and you should allow 10 days for the item to arrive

i put credit card # and stuff in paypal , what then ? does paypal talk to the company and confirm info ?

Paypal is like the middle man when u purchase something online and you are using paypal it takes the moey from your card then sends on to whatever you are paying for to their acc so you are not passing ur details out to different companies just paypal

Is their any other way to recover my account without contacting Paypal, because I have money on there

I transferred some money from my bank account to my paypal account and it still hasn’t gone through yet (it has been about a week now when it is supposed to take 3-5days). Do I contact my bank or paypal to sort this out? My bank statement shows I have transferred money to paypal but it is not showing in my paypal account yet.
My bank account is UK based so I don’t understand what the hold up is.

As far as your bank is concerned they have made the transfer, you need to talk to paypal and ask why its not showing in your account and take it from there

i bought a refurbished xbox 360, and it has never read disc properly i followed a video on youtube to get it to work temporarily it it stopped working. i had a 30 day warranty from the site. but i’ve only had the console 36 days and its completely broken now. i had to send it in one time already and that was the second day after i recieved it he told me it was fixed.

you need to email the site you bought it from- Paypal is only a payment medium.

They guarantee nothing about your purchase.

I logged in to my account and paypal is holding $400+
the buyer says he reversed the dispute, but paypal is keeping the money and when trying to contact them their phone # page comes up as error..?
Are they FDIC insured and a US company?
Is my money gone?
Why cant anyone contact them?

Unfortunately UNLESS the item in question was sent by RECORDED/TRACKED means you will lose a Paypal dispute.
You now have to recover your money via online ‘legal sounding threats’ and trhen follow it up with actual legal proceeding
BUT BTW sometimes Buyers do a chargeback because they do not recognise the details on their bill- always worth a try to ask them whats happening-many are willing to pay again straight away

I know it’s probably the safest way but I was wondering how it worked. Do they hold the money until you have received your package? What happens if you receive an item but it is broken, can you contact paypal and get your money back?

If something happens and an item arrives broken or doesn’t arrive at all, contact the seller first - always read the shipping method and handling time the seller has listed in the ad before bidding or ask them about it. If the seller won’t help you or provide you with tracking to see what happened to your package, you can file a dispute with paypal - go to your account page on paypal and you can follow the prompts to file the dispute. They will investigate the matter and if the seller is in the wrong will refund your money to you - - please note, if the seller has tracking info, they will give it to paypal and you, and also if the item is broken you must ship it back to the buyer with proof of delivery before paypal will refund your money to you. You can also call paypal directly at 1-888-221-1161 with any questions. You are covered.
