Ebay and Paypal Issues?
Another case of a retarded ebayer, bought my item without reading everything carefully.. now he wants a refund, but for some reason paypal limited my account for "suspicious 3rd party bla bla bla" which is really stupid. So i cant refund the retard his money, and he has opened up a dispute in ebay…. i will give his money back if paypal stops being retarded and limiting accounts for no reason.. even though the buyer didn’t read what he was supposed to
What should I do? And are there any legal problems that could occur?
Something similar happened to me… I couldn’t pay because I tried to access my Paypal while visiting China [I know, stupid me]. It got blocked but I called Paypal and they fixed it for me. Go to the Paypal website and find the support number. I remember first I did a chat thing with an automated responce, and they gave me the number [if it's not on the front page].
Can I get a refund if my account is permanently limited on PayPal?
Here is the thing. I (with my girlfriend) won an auction on eBay and used my girlfriends paypal to pay it. After 1-2 hours we made the payment, paypal system cancelled the payment god knows why.
The payment method was bank account (eCheck, Bank of America).

Now the total balance on our paypal accunt is zero. However, the money was witdrawn and seen as "Cleared" from her bank account anyway. So we’re off 497$ in my bank account but this money is not in my Paypal account.
After all of these, the paypal account is permenantly limited. Now what will happen? Will the money be refunded to bank account?
In summary, how can a permanently limited account get a refund? Will the money be transferred to paypal account, or directly to the bank?
Let me say it again, I’m not referring to issuing a refund FROM a limited account, be careful. I’m referring to getting a refund TO a limited account.
Your best bet is to call Paypal customer service and get someone on the phone. It appears as if Paypal suspects fraudulent activity which is why the account is "permanently" limited. Clearly, the money is yours (unless there IS something fraudulent going on and it’s not your money to begin with) and Paypal has no right to it. Assuming nothing untoward is going on, Paypal should recognize this and send the money back to the bank account from which it was drawn. It should do this on the next business day without fanfare. Be nice on the phone - you get more with honey than with vinegar.
The other avenue to pursue is from your bank’s side. Take all your documentation to the bank and have it pursue the restoration of your funds from Paypal. Since you can show the transaction was cancelled, you have every right to have the money restored and your bank should fight for it.

How does the PayPal chargeback process work?
Ok, here’s the issue. Stamps.com grabbed almost $300 from my paypal account when I opened up a backup funding source to be used for a rental car. I signed up with stamps.com back in ‘07 and never used them since. They have been trying to get money off my paypal debit card ever since from what they told me. The second that backup funding source was opened, they yanked out that money. So, I did a chargeback with my bank. The money was put into my bank account today, but paypal sent me an email saying my account has limited access. BUT when I signed into my account they said that I have a negative balance, which is the amount of the charge. WTH???? Does that mean I am in debt to paypal? Will paypal go after stamps.com? Will paypal go back into my account and take that money back? I don’t know what’s going on!!! Thanks for the informative answers!!!

Can you answer my question about PayPal?
I live in the U.S. I signed up for a PayPal account using a nearly-empty prepaid AmEx gift card. I figured since it can be used in stores as a credit card, it would work online. It did. So now Im signing up for this online sales website(where I would sell things for profit), and I’m wondering. What happens when they transfer money to my paypal? Will they try to put money on the card and have an issue? Could the card limit the money to the 100$ because its was a 100$ gift card? I dont have any actual credit cards. Will I have to get one in order to properly use PayPal? Or is PayPal solely an online thing that wont even involve the card? HELP!!!
The money stays in your paypal account. You either spend it on sites that accept paypal (like ebay or etsy), or you withdraw it by requesting a check or getting a paypal debit card. Or, you link it to your bank account - and transfer the money from paypal directly into your bank. That’s the safest, cheapest and easiest way to get your money.
Paypal is asking me to provide I.D. for security regulations, and I’m underage. Help?!?!?
I’m afraid that I have landed myself into a bit of a bind.
After trying to apply for a Paypal debit card, I received a notification from Paypal that my account was limited for security regulation purposes. Paypal asked me to confirm my bank account, which I did. My account was restored but was limited again the very next day. This time they are asking me to confirm my address and age by providing a bill (utility, cell phone, etc.) and government-issued ID (driver’s license, etc.) Unfortunately, since I’m underage (more precisely, I’m 15), I cannot provide either without Paypal finding out I’m underage. I also cannot transfer funds in my account or close my account.
At this point, what would be the best way to resolve the problem? Should I tell Paypal that I’m underage at the risk of getting my account frozen? Would Paypal allow me to set up a teen account if my parents set up an account of their own? Can anyone actually tell me what happens to underage users?
Anyways, I’d appreciate any prompt and legit responses to my dilemma. I really don’t want to get into any legal trouble. I own a Paypal account because I occasionally use eBay to buy/sell products, although I have not engaged in any scams of any sort. I also own a teen checking account with Wells Fargo, which is why I figured I wouldn’t get into any trouble with Paypal.

paypal limited my account,?
Paypal limited my account today and wont give me a reason for doing so, all they say we will look to release this in 180 days, i dont trust them on this as when i called them today they said "we dont want your business or you as a customer,but we are holding your money"
Has anyone else had this issue and do you know if i will get the money back from them?
no charge backs done at all, they said becuse the payments were coming from ebay then im classed as high risk, and i said why am i high risk they stated we can disclose this info, we just dont want you as a customer, and the wait will be 6 months for anychance your money will be released, they have also closed my ebay account, ebay state its not there choice but paypals to do this,

One of your customers or someone you won an auction with is suspected of trying some sort of scam allowing them to withdraw cash from PayPal whilst PayPal is left without a ‘counter party’ to debit the money from.
So PayPal then freezes the accounts of everyone who ever did business with that person whilst they try decide who to stick with their losses ….
This is PayPal’s response to ALL scams … pass the loss onto some-one else (PayPal could not care less which of their customers are scammed, so long as THEY do not end up holding the loss .. )
Is anyone else being taken advantage of by eBay or Paypal?
I am a full-time medical student. I sell a lot of stuff on eBay and have gone thru many headaches with them. Unfair suspensions for random computer-automated stuff…limits..etc. It was frustrating and I could never seem to get anyone who was willing to help me understand what was going on.
Recently, I bought a lot and sold as well. Naturally..it’s the holidays. BAM..Paypal LOCKS my account. I only had about $5 in there, so I wasn’t too worried. Yes, it DID mess up my business and has driven me into a whirlwind of depression…it’s a long story..but I just cannot believe that these companies are allowed to get away with what they do. So needless to say, I had enough. I said..I am no longer going to be a victim to eBay and Paypal. HOWEVER, in all fairness, I transferred a big lump sum of money into Paypal to make sure that my eBay seller fees were paid off. I have an automated monthly payment.
Although Paypal will not allow me to disconnect my bank account or ANYTHING from their account, I still wanted to follow the rules and pay eBay…although I despise them with a passion (I guess I "never had any issues" until it was ME that it happened to). Needless to say, eBay cannot process it since "Paypal" has placed limits, and they now want me to go OUTSIDE of eBay to pay with my credit card, etc. This is INSANE, as Paypal is THEIR company. I now have over $1,000 in Paypal that I cannot get back. I was doing the right thing by placing it in there, so that my balance would be high enough for eBay to take their fees. I cannot get ANYTHING back from Paypal…and eBay wants me to pay a HUGE seller invoice "another way".
I simply do not have this money and these two companies are causing me so much stress that I am physically ill and nearly passing out at times. I want to do the right thing, and I have made a very clear effort, but I do not want to pay eBay $1,000 because they cannot process the payment thru Paypal. That was the agreement. I pay on time every month, and signed up for the automated payment so they would always have their fees..and now this?
I wanted to ask..what happens if you do not pay your eBay fees? Again, it’s not because I don’t want to..it’s because Paypal now has $1,000 and has frozen my account for 6 months (due to the holiday spike..and they said it was "suspicious" since I was buying and selling now….they asked for my social..I gave it to them..they performed a credit check..and said they were closing my account..I’m young so my credit isn’t really that great..) I have heard stories that Paypal never even gives this money back after 6 months..they find a way to fine you and say they are keeping it for fees, etc…all while they build interest off your money.
It’s bad enough that I’m at loss..and there is nothing I can do to stop these tyrants..but I simply cannot afford to lose another $1,000 and I am thinking about telling eBay they need to take their payment from Paypal, or stop harassing me. What would happen? I know some say they will report you to the credit bureau..but how is that even possible if eBay doesn’t have any of your personal info? For all they know, you can type anything you want on your eBay account. Please help. Thanks
PayPal acts like a bank but they are technically not a bank and thus do not have to follow federal banking laws. Unfortunately, they take advantage of this. I had something similar to me happen in the past. They held about $600 in my "frozen" account for 31 days and refused to give me a reason.
On day 32 I filed formal complaints with the following websites, and had my money the same day.

Also, I believe PayPal owns eBay (or maybe the other way around) so I don’t think you can get in trouble for not paying one when the other (aka the same one) is stealing money from you.

Paypal Issue Please Help?
Okay so i used a ebay gift card worth $25 and a moneypak card worth $28 on my account, i bought something rounded to $19.50, know its saying im down to a limit of $8.51[$5.51 on ebay card] but i still have the $28, so how can i use the $28 or atleast put it back on the moneypak card its really pissing me off, i dont have a bank or credit card so how do i get my money back???? PLEASE HELP

Can I cash £20k on my Barclays debit card?

Well I’ve recently decided I wish to cash a majority of my Paypal funds, by transferring to bank account via Paypal, and cashing through my card. The amount however is around £25,000-30,000. I am curious as to whether or not I will be able to cash this amount (or let alone for it to be secured on my bank account) with no issues. I am unaware of any limits in terms of balances, but i am aware that there is a £200 withdrawal-a-day limit, but that is fine. If anyone could give me a figure at which there will be no issues/questions posed toward me; or better yet some peace of mind, I’d appreciate it.
For those interested, the source of income is from a website I administrate, and the figure has been accumulated over many years.

How odd - I just used PP to pay for something and out of interest looked at my limits. Seems you can only move £17,000 around in the course of twelve months. And there will be the issue of moneylaundering too (not that you are doing that, of course) but moving a large sum often generates a telephone call from PP.
Paypal Limitation Issues?
My pay pal account is limited.
when i go to the resolution section it give me three options:
Change passwordP
Update security questions
Validate your Account
The above two are complete and the last one is waiting to be resolved.
When i click on the resolve button
it asks me the limitation appeal
when i click on
confirm bank account it bring me to a new page where i can not click on anything but an "add" button. and paypal does not let me add a new account becuase my account is limited.
I am out of the country and "confirm bank account" is the only method i can use right now.
What should i do?
